In just my opinion only,
The track surface depends on how much river silt gets deposited on the track. If it is not a thick goo I would think it could just be graded up and mixed in with the current soil that is already there. I was down there today and I went around behind the stands and drove thru some water and almost up to the pit entrance. I could see the road surface under the water and there was not any silt showing, in fact the water was pretty clear for Missouri river water. I would suspect that the water out in the current would have a lot of river silt in the water because of the turbulence mixing it up. The water my truck was standing in had no current and it appeared to be water that has backed up around the track.
The pit shack is not under water the pictures on here show that,,, it has about at least a foot of water around it and not more than 2 or so feet. All it needs when the water recedes is to just dry out.
Most electrical box's are mounted several feet above the ground,,,something like 4 feet or so and not a foot off the ground, If the water does not get any higher I doubt there will be any issue with the electrical system, and I would think that Marc had the power cut off to the whole place just to insure that a electrical fire would not become a issue. The water could block access to the buildings and the fire dept could not get in.
I think that if the water does not get any higher and not a lot of silt on the track, the place could get back in business after it dries up. The only problem is how long the water is there and how long it takes to dry out, I heard from 2 sources that this level of water could last till the end of August, that could be a bite in the butt for us all and especially the track owner from a financial standpoint
I don't know what they did in 93.
